Abstract:

The aim of this paper is to explore the role of women in post-conflict peacebuilding in Africa via a look at the roles played by the Rwandese women during and in the post-genocide era. Data for the paper is from a secondary source, including articles, books, internet publications, and journals, etc. A thorough content analysis and critical document review of the secondary data, reveals that, despite a UN Security Council Resolution repeated appeals to respect the equal rights of women and their role in peacebuilding, millions of women and children in Africa continue to account for the majority of casualties in hostilities, marginalisation and discriminations. Hence, to help promote and ensure sustainable peace for women, it is recommended that the United Nations, African Union, the European Union, large donor countries, etc. should make a greater effort to financially support a broader spectrum of local actors who work in the gender dimension, and specifically in the women’s movement.

Women-to-Women Diplomacy in Georgia: A Peacebuilding Strategy in Frozen Conflict

Abstract:

This research explores strategies led by women's grassroots organisations and discusses how they can offer opportunities for peacebuilding in frozen conflict settings such as Georgia and the breakaway territories of South Ossetia and Abkhazia. These conflicts are related to separatist aspirations which are based, on the surface, on ethnic differences. However, the precedent of inter-ethnic dialogue shows that there is not an inherent ‘us-against-them’ narrative separating Georgia from Abkhazia and South Ossetia. Therefore, it is possible to create alternative arenas for dialogue and mutual understanding among the parties. To this end, this study adopts a broad approach to peacebuilding as a process of social transformation of hostile attitudes and exclusive narratives. I argue that women-to-women diplomacy is a peacebuilding strategy with the potential to address the roots of polarisation by humanising the other and identifying common ground for cooperation and inter- ethnic dialogue. The empirical research based on the experiences of women’s organisations in Georgia illustrates the contribution of women-to-women diplomacy to peacebuilding as an alternative platform for coalition building based on the common goal of achieving equal rights.

La autonomía de los movimientos étnico-territoriales está orientada por conceptualizaciones de territorio y los derechos políticoterritoriales, y las relaciones sociales de producción que se producen y reproducen dentro del mismo territorio. Para entender lo que está en juego para pueblos indígenas y negros tanto como sociedad en general, se requiere abordar temas del desarrollo, conflicto y paz en su conjunto, mirar las tendencias de violencia contra las mujeres, y las mujeres racializadas en específico, desde un marco crítico, global y decolonial, tanto como anti-racista y depatriarcal. En este artículo serán explorados movimientos étnico-territoriales en Colombia y Canadá, examinando aquellos que han avanzado hacia formulaciones ontológicas alternativas al desarrollo, representado en conceptos como el buen vivir, ubuntu, y mino-bimaadiziwin. En este escrito se examinarán de igual forma los esfuerzos de los pueblos indígenas y negros en Colombia en cuanto a la construcción de la paz, la defensa del territorio y su autonomía, y la inclusión del Capítulo Étnico en los Acuerdos de paz de la Habana.

ENGLISH ABSTRACT:

The autonomy of ethno-territorial movements is oriented by conceptualizations of territory, political and territorial rights and the social relations of production that are produced and reproduced within this same territory. To understand what is at stake for indigenous and black people, as well as for society in general, issues of development, conflict, and peace must be addressed in relation to each other, examining tendencies of violence against women and racialized women in particular, from within a critical, global and decolonial framework, that is also anti-racist and depatriarchal. Ethno-territorial movements in Colombia and Canada will be explored, examining those that express ontologies alternative to that which underpins dominant development, represented in concepts such as good life, ubuntu and mino-bimaadiiziwin. Efforts of indigenous and afrocolombian communities will also be explored in relation to the construction of peace, the defense of territory, autonomy and will centre on the inclusion of the Ethnic Chapter in the Havana Peace Accords.

Towards an Indigenous Model of Conflict Resolution: Reinventing Women's Roles as Traditional Peacebuilders in Neo-Colonial Africa

Abstract:

Women have always been at the centre of peace processes across different pre-colonial African societies. Their peace agency in these societies can be located in their cultural and socio-political roles as well as their contributions to the overall well-being of these societies. It is noteworthy that women’s peacebuilding roles then were reinforced by perceptions which stereotyped women as natural peacemakers, and as being more pacific than men. However, women in neo-colonial African states appear to have lost this myth/sacredness that surrounded their being and social existence in pre-colonial Africa. This is because apart from being marginalised socially, economically and politically, they have increasingly become victims of male violence. How and why did women transform from being active participants in precolonial politics and peace processes to being passive observers of politics and peacebuilding in neo-colonial Africa? And second, given their pre-colonial peacebuilding antecedents, do women have the potential to transform politics and conflict in neo-colonial Africa?In building towards an indigenous model of conflict resolution and peacebuilding, this paper contends that the feminist ethic of care (defined by ubuntu) that was appropriated by pre-colonial African women to wage peace and maintain societal harmony, is still very much a part of the core of contemporary African women, and can be appropriated in resolving subnational conflicts in neo-colonial Africa. Indeed, it is possible to develop it into a model of African feminist peacebuilding which can be utilised as an ideological rallying point to transform politics and create a suitable environment for development in the continent.

Abstract:

This article presents the findings of field research in Ghana in 2002 about internal displacement stemming from multiethnic violence in northern Ghana in 1994, known as the “Guinea Fowl War.” Indigenous, gender-specific knowledge from displaced Ghanaian women is presented in the context of feminist perspectives on the consequences of regional wars on noncombatants. The research generated indigenous material for social work education about interethnic peace building and conflict resolution. The discussion includes first-person responses about warning signs, origins of conflict, immediate and long-term responses, social consequences, and an integration of findings with feminist perspectives on conflict resolution and policies that are designed to aid internally displaced women.

Summary:
Recent debates within Women, Peace and Security (WPS) scholarship (e.g., Bergeron, Cohn, and Duncanson 2017; Elias 2015; True 2015) have underlined the need to position the WPS agenda in the context of broader feminist security analysis as defined by early feminist international relations scholars (e.g., Tickner 1992). More precisely, this requires integrating feminist security studies (FSS) and feminist political economy (FPE). At the center of these largely theoretical reflections is a concern that gender-responsive peace-building efforts have too often been undermined by postwar neoliberal economic processes. This essay provides an empirical contribution to this debate, taking the case study of Ukraine as an atypical example of how WPS has been adopted and implemented for the first time during an active conflict. The integration of FPE and FSS proves especially relevant for a country in conflict, where economic austerity policies come along with increased military expenditure. The essay illustrates that the bridging of security and economy is entirely absent in Ukraine's WPS agenda, which has largely prioritized military security while failing to connect it to the austerity policies and the gendered structural inequalities deepened by the ongoing conflict.

Opinion and understanding on the consequences of violent conflict on women, and the importance of their participation in peacebuilding processes is varied. What exactly are women’s roles in violent conflict transformation and peacebuilding? What can be done to enhance women's role and contribution to peacebuilding processes? This study addresses these and other questions concerning women’s experiences of and responses to violent conflict. Drawing from the human needs approach, the study explores grassroots women’s engagement of peacebuilding through the promotion of social capital as both a public and private good. Based on an ethnographic case study of Kenya’s Sotik/Borabu cross-border conflict, the study explores how women have (re)discovered, (re)formulated, (re)framed and (re)adapted their traditional gender roles for peacebuilding, empowerment and development. The adopted indigenous conflict resolution approaches, knowledge and citizen peacekeeping are playing a prominent role in reappraising and building sustainable peace. Individually and collectively, women contribute to peacebuilding in many ways; though their contributions are often neglected because they take avant-garde forms, occur outside formal peace processes or are considered extensions of women’s existing gender roles.

La opinión y comprensión de las consecuencias de los conflictos violentos entre las mujeres y la importancia de su participación en los procesos de paz es variada. Este estudio aborda las experiencias de las mujeres y sus respuestas ante conflictos violentos. A partir del enfoque de las necesidades humanas, el estudio explora el compromiso de las mujeres de base en la construcción de la paz a través de la promoción del capital social. A partir del estudio etnográfico del conflicto transfronterizo Sotik/Borabu (Kenia), se explora cómo las mujeres han (re)descubierto, (re)formulado, (re)enmarcado y (re)adaptado sus roles tradicionales de género para la consolidación de la paz, el empoderamiento y desarrollo. El enfoque, conocimientos y mantenimiento de la paz ciudadana tomados en la resolución del conflicto indígena adoptado están desempeñando un papel destacado en la nueva valoración y la construcción de una paz sostenible. Individual y colectivamente, las mujeres contribuyen a la consolidación de la paz en muchos aspectos; aunque sus contribuciones a menudo no se toman en cuenta porque toman formas vanguardistas, realizan procesos formales de paz o se consideran parte de su rol de género.

Abstract:

This article examines internally displaced women’s narratives of rebuilding their life after displacement, focusing on questions of moral agency and community governance. The data come from a 3-year research project (2010–2013) with internally displaced women in Colombia, during the emergence of a new transitional justice regime. The article finds in internally displaced women’s narratives of the injuries of war, of their own resistance and overcoming, and of their aspirations for the future, concerns that go beyond poverty alleviation and redistribution in peace-building efforts. Internally displaced women’s narratives also engage with questions of ordinary ethics and community governance, describing the loss of moral agency in civil war and its painstaking recovery. This article questions the limitations of transitional justice regimes and peace-building efforts that ignore concerns with the loss of moral agency and community during civil war as well as the role of ordinary ethics in peace building at the grassroots.

Domestic and Family Violence in Post-Conflict Communities: International Human Rights Law and the State's Obligation to Protect Women and Children

Abstract:

Post-conflict communities consistently experience high rates of domestic and family violence (DFV) against women and children. An end to violence in the public sphere is widely seen to precipitate the escalation of violence in the private sphere. This paper presents the argument that protecting women and children from DFV should be an essential public policy goal in post-conflict communities. Furthermore, the imperative for placing DFV on the post-conflict agenda is derived from states’ obligations under international human rights law. Jurisprudence is clear that if a state has knowledge of DFV yet fails to take reasonable steps to ensure victims’ safety and to investigate complaints, then that state may be violating the fundamental human rights to life, to freedom from inhuman and degrading treatment, to freedom from discrimination, and to health. Problematizing DFV as a violation of states’ obligations under international human rights law, rather than dismissing it as a private sphere issue, should lay the groundwork for post-conflict states’ conceptualization of the protection of women and children as a non-negotiable facet of peace-building agendas.

Militarized Peace: Understanding Post-Conflict Violence in the Wake of the Peace Deal in Colombia

Abstract:

After more than 50 years of war, in 2016, the Colombian government signed a historic peace accord with the country’s largest rebel group, the Revolutionary Armed Forces of Colombia (FARC). Although the cessation of hostilities between the rebel group and the government is a monumental step, violence remains rife in the country. By drawing attention to the correlation between neoliberal economic development in the country and militarism, this paper sheds light on several structural issues that have been left potentially unresolved by the peace negotiations, each with the potential to ignite further violence. We introduce the concept of militaristic neoliberalism to argue that there is a fundamental link between Colombia’s neoliberal development and a culture of militarism, which relies on gendered and racialized constructions of ‘self’ and ‘other’, that exacerbate structural inequalities and severely hampers prospects for achieving peace for many of Colombia’s citizens post-conflict.
